At the launch of the Sierratel MVNO partnership with Africell, on Tuesday 5th May 2026, Chief Minister Dr David Moinina Sengeh emphasized that the defining achievement of President Julius Maada Bio’s administration is “connectivity” as a driver of national transformation.
He outlined major progress in digital infrastructure since 2018, including the expansion of mobile network sites, nationwide fibre backbone coverage, and increased access to 3G, 4G, and emerging 5G services—especially in Freetown. Internet usage, he disclosed, has more than doubled, while data costs have significantly dropped, making connectivity more accessible to citizens.
Dr Sengeh underlined how these improvements are impacting everyday life: farmers can access market information, students benefit from digital learning, and citizens engage more easily with government services. He also pointed to growth in higher education enrolment and increased reliance on online platforms.
The Chief Minister further noted the role of private sector investment and policy reforms in driving the sector, citing over $200 million investment in digital infrastructure. He referenced key innovations such as digital health tools, online passport applications, and improved transparency systems.
However, the Chief Minister raised concerns about rising cyberbullying and online safety risks for children, calling for stronger protections.
Overall, Dr Sengeh described Sierra Leone’s progress as a “structural transformation”, stressing that while significant gains have been made in connectivity and innovation, the country’s digital development journey is still ongoing.
