Local Government Director Explains Rationale for Establishing New Localities

The Director of Local Government at the Ministry of Local Government and Community Affairs, Brima Newman Combey, has highlighted the importance of population, economic potential and geographical factors in determining the establishment of new localities in Sierra Leone.

Speaking at the Ministry of Information and Civic Education Press Conference on Tuesday, 13 October, at the Miatta Civic Centre, Mr Combey said the process requires careful assessment and community engagement, noting that decisions should not be rushed without considering the circumstances and needs of the communities involved.

He identified population growth, economic activities, revenue potential and geographical connections as important considerations in assessing proposals for new localities. He referred to communities including Mambala, Black Johnson, John Obey, Leicester and other localities, pointing to the need to examine the specific characteristics and development potential of different areas.

Mr Combey clarified that the establishment of new localities should not be viewed as an attempt to separate communities. He called on citizens to look beyond their differences and recognise the importance of maintaining social relationships, unity and peaceful coexistence.

He noted that the process can involve differing opinions and political considerations, making proper consultation and clear public information essential. He cautioned against communicating details that have not been adequately clarified, stressing the importance of ensuring that information presented to the public is accurate.

The Director also emphasised the need to protect the bonds that unite communities, particularly among younger generations, warning against allowing tribal or ethnic differences to undermine relationships built over time.

He said decisions on redistricting and the establishment of new localities should take into account both administrative needs and the broader interests of communities, with the aim of supporting effective local governance while promoting unity and social cohesion.
